setting up reverse sms billing

I saw a really interesting idea by Harro a few days ago about setting up a powerful free wifi access point in a public place and having users enter their mobile phone numbers to use the internet.

Im looking for a few pointers on setting up a landing page and billing the user. are there any programs that do this? how do I have the phone company send me the money?
