Call centers are different things to different people. Let's figure out what you guys want.
Are you looking to train these people yourself? Do you know what it takes to train someone and monitor them to call for you? How many people do you need to employ to pull off your goals?
Most likely, unless you are a medium to large business, you don't want to hire a call center, or start one of your own, you'll burn out before you get started. However, if you must, you should discuss and learn how to do it correctly from someone that has done it and knows what it takes.
I would venture to say that everyone here asking about it, is looking for leads/appointments. You don't need to create your own call center for this, and I would NOT recommend spending thousands of dollars on a call center. What they will do is, burn up your purchased block of hours between 10-20 callers and tell you to pay for the next month/week. You will be no further than you are and not have anyone invested in YOUR business. A call center can burn through your hours in a day if they put enough people on it...this doesn't guarantee you solid appointments, it guarantees you that your hours were called, no one learned about you, no one gave you feedback on how your scripting works, or what isn't working, you get no say.
Hiring an independent company/person to do this for you would net you leads, emails, CB's and loads of information that you won't get from cookie cutter call centers. With a reputable/experienced caller you will be able to discuss what you want, what your goals are, what has worked, what hasn't, your qualifications, and they will lead you and report back findings and tweak things during the first few weeks to give you the best ROI.
