Hey, I want to start ranking keywords on the 1st page for a low-med comp keyword for inner pages. This inner page I want to rank has 0 backlinks and is almost a year old post. It has over 100 keywords ranking 11-40.

What would your seo plan be for the above and how many keywords with the 1 URL should I use. Also, what should I use as anchor text.

Number of keywords for your URL depends on the quantity of the backlinks. Try and go for a mixture of LSI/exact match/raw link. The backlink seller should have a reccommended ratio when you order, or you can ask/pm them

Start with few keywords and quality backlinks from related niche websites (Specially if you can get backlinks from pages where already ranked for the keywords on Google) and grow the numbers until you see a ranking improvement.
 
Keywords usage will be based on the length of an article.

You can use your keywords as an anchor text.So, the keywords will be in more places and you have no problem in keyword density.
 
you can use LSI keyword for content and use main keyword for anchor text. you will use at least two links per post. it makes an more impact for your keyword ranking and LSI kwd which help you get keyword density.
 
For an old post with 0 backlinks you might want to make it REALLY slow to reduce the risk of penalty. It can be a kind of "footprints" to game the google algorithm.
 
For your inner page I would recommend to build more links as well creat more high quality content then it will be easier to rank.

Yes, initially start from low competition keywords but do this in drip feed. For links, it's depends on your resource and budget :) read this forum for more ideas.
 
Take care of on-page seo. It all depends on the keyword dificulty
 
Use your keyword as an anchor text. Your keyword displayed in more places. From that your keyword density will improve. Atleast use more than 2 links per post. It will makes betterment in your keyword ranking.
 
Keywords can be used depends on the backlinks required. Try to get some quality backlinks from High DA sites and start from low comp keyword to see some sort of improvements.
