I need someone who can manipulate Google rankings and remove some bad press regarding a person or organization from the first page of Google search results. Also, the pages currently hosting the bad press need to be removed.

You need a blackhatter if you what manipulate results. With the latest Google Update, that wouldn't be a walk in the park. Now, to destroy the site and hosting who's giving you're site bad rep, you need a hacker for that.

No it can be done by some Reputation Management services around..Its depend what type of problem op is facing We have some thing like that offering to private clients

This is a neg SEO job, and not too difficult, given how easy it is to lose ranking status these days, so you might want to think about doing it yourself. How difficult can it be to backlink to the page in question from a couple of groady porn sites, some tacky article mills, and the like?
