SEO Playbook For 2023?

Most of the SEO work I've done of late has involved relatively easy niches, mostly onpage and some socials/PR. I have a pretty high value client for a very competitive niche onboarding soon - - I was wondering how many of these classic tactics work, and to what extent:
1. Drive Stacking and using Google entities as T1 buffers
2. iFrame ID loops
3. RSOS keyword stuffing all T1 socials irrespective of niche + building tons of T1 socials ("social fortress")
4. IFTTT multiple tiers
5. KW stuffing anchor text in all backlinks
These are the only 'grey hat' SEO tactics I've personally tried in the past, they used to all work in late 2019-early 2020. I've focused more on automation and CRO since then, and have not paid much attention to the SEO world, other than checking out the PAA approach. Would love suggestions on similar methods and approaches - - anything that doesn't involve "just publish quality content" or something similar :)

did you go to sleep in 2014 and just woke up? i know you said you don't to hear about content, but content is playing more of a factor than before. you need to be able to address user intentions; better than the top site for your keyword. and solid hard to get backlinks.

Of course, you have a valid point regarding user intent targeting, and I'm aware of the role of content and outreach backlinks from relevant authority sites.
However, that isn't relevant to my question. Also 2014 sounds a bit off TBH all the methods I have mentioned were working (to various degrees, I'll admit) in late 2019/early 2020, before Google started throttling indexing of 2.0s etc and indexing generally became harder for 'thin' content.
