    Yes, that link wheel is working still fine as tier 2 and 3 backlinks. You may use as tier 1 for churn burn webs or web 2.0 blogs.

    all it is basically is the same thing with the boxes rearranged in a different shape.

    this shitty link wheels are of no use. That shape was probably given by some guru. It's just tier 1 and tier 2. In actuality, u can't create shapes with links like that.
