I'm going to give you the benefit of the doubt and assume you know nothing about how a SEO professional works.
1) You give him your KWs and your url.
2) He takes that information and analyzes what needs to be done to get your site ranked.
3) He then lays out a proposal to you.
4) Then you pay him and he goes to work.
Expecting a quote with out step one is wasting their time.
