Hi,

I consider myself to be a SEO expert. I have been in this game for 9 years professionally meaning I do it as a full time job. I have seen 99% of the techniques out there and consider myself very knowledagble on SEO. Ask your questions and I will get back in a good time.

If you go for "city" landingpages, like 2000 different local "city" pages, publish direct or say 3-5 per day forward?

You need to drip feed the content so 3-5 a day is fine however it needs to be unique content. I am sure you can appreciate real websites tend not to post as much content as regularly, of course there are exceptions. Google only values unique content

It´s landingpages, my own tests shows that they only need to be semi-unique, why fully unique according to your answer?

Unique content means the content needs to be unique not that each page needs a different design layout etc
 
I have a hierarchical layout.
Home Page: /
Jump Page: /jump that links to all topics (150 total)
Topic Page: /topic (Links to topic inner) ~250 words content
Inner Topic Page: /topic/inner ~800 words content

Apart from the Jump page, all the pages target different keywords and I need as many of them to rank as possible.

Current linking is:
Home Page -> Jump Page -> Topic Page -> Inner Topic Page
Inner Topic Page -> Topic Page

Via Navbar:
All -> Home Page
All -> Jump Page

I have external links pointing to the Home Page (more) and Jump Page.

The layout is pretty typically for sites in the site's domain. Through I've taken care to make the layout as simple as possible.
Other sites will be more cluttered than this.

Home Page is Rank #8
Inner Pages are between Rank #15 to #100

All incoming keywords have similar levels of traffic on them.

Goal: I need to get the Inner Pages on the first page of google.

So the thing I'm currently looking at is sibling links between the pages.
Or other internal linking strategies to get the internal pages to rank higher.

Q1. Are sibling links likely to have any effect? Since I currently don't have any.
Q2. Any advice on changing the site structure?
Q3. Is the absence of word count on the topic pages likely to be a big problem?
Q4. I'm accepting all advice.

I understand what unique means and semi-unique content, don´t bring in layout in this, keep it straight, I´m no newbie.

I would suggest increasing the word count on your pages as Google likes content, you may also want to build links to individual pages that are already ranking in something like Ahrefs
 
Can PLR sites(premade PLR) rank and make money?

It is possible to rank a site using copied or spun content but it will not work for all niches.

For example let's say your site overall has better authority for some reason at the moment and your competitor ahead for keyword or keyword phrase you can in some cases fully copy over the other site article or information and outrank even if your article exact same.

You can increase if you want to if your competitor has onpage issue fix it on your own page or post then outrank them but not it does not always work just sometimes.
