Hi, I was thinking to create a website for local seo and rank it in first page of Google. I search the difficulty in uberssugest is 27. Will it just be easy for me to rank it? Do you know any software or app that can tell me how many words or articles should I do with this keyword in able for me to rank on first page? aside from pbn's, link building, backlinks, web 2.0 etc. Just the article itself, words that I need and stuff.

No tool would help you with that. You have to do manual digging on your competitors to really ascertain if the Keyword is really worth the effort.

From your audit , you need to do 2x of what your competitors are doing. E

Example, you checked through the first competitor with 500 words of content, you want to do 1000 and vice versa..

I agree with @Topiano - there's no "Quick Fix" "Magic Button" - newbies constantly come here in search of that instant gratification without any effort or expense - and it just doesn't work that way.. not in the real world...

If you want to rank on the first page for any keyword it's going to take:

A) A substantial amount of quality content
B) A significant number of the RIGHT kind of backlinks
C) Sufficient citations outside of your site (social media likes, shares, etc, profiles, bookmarked links etc) that show Google that you are relevant and interesting
D) Time - Yes Time... You're not going to be #1 in a Day - or a week - or even a month... You're just not... you have to accomplish all of the above OVER A PERIOD OF TIME in order for it to look organic - and then have to wait for Google Bot to get around to crawling the specific pages of the specific sites that you were linked/mentioned on on it's own time since we can no longer maually submit url's to be crawled..

The fact that it was only a 27 Difficulty means that it is possible to rank it eventually.. if you follow the above directions and DON'T TRY ANY "SHORTCUTS" or BS attempts to game Google before you know anything about it, or you're just going to make it impossible for yourself..

But follow the above general course of action - do it at a reasonable pace, and BE PATIENT and one day you can potentially see yourself on the first page for that level 27 difficulty keyword :-D

This right here. Tools are good to give you a quick idea but manual looking is your best bet. Something could say low competition but top rankings are say WebMD and Wikipedia. Or maybe just competitors with crazy good links that will be tough to beat.

** Another good post right above me as well which was posted at the same time. Time is a major factor. I've started a new local site for my wife and after a few months have better links than 95% of competitors but I'm sitting on page 5 below sites that aren't even relevant. I even have exact match domain which I lucked into. I do show up in the three pack for my area though.
