its about scraping the expired URLs and then re-registerring them but its quite difficult these days.

Indeed it's not that easy as it used to be. So, in my opinion it's better to invest some time and build a web2.0 network from scratch. Pass T2 links and boost their seo metrics.
It doesn't do wonders but yes it helps low comp keywords in most cases.
