Just wondering what would be the best way to send SMS on a regular basis to cellphones. Doesn't need a permanent number but needs to be based on a desktop.

it would be used by store owners to send a text to mobile phones ( customers ) they wanna have it on their desktop computers - so being a browser based app would work

yeah, browser based - totally fine. you have one you would recommend ?
gonna need more info to make a suggestion - there are tons of services that offer probably what you're looking for
do you need these text messages to be answered (like for setting appointments)
or do you just need to send out notifications (like for special sales)

doesn't need a reply - but needs to be sent out in a timely efficient manner. I've tried a few free ones and they will ask for mobile carrier and / or not even send.

textnow is good but it doesn't let me send links out. I need the ability to send a link in the SMS

Don't bother with emulators. Also, if you're after multi sims then maybe get an sms modem as it's much cheaper than a voip gateway.
