Selling Google Play Developer Accounts and Selling Published Apps. Why do they buy?

I have seen many customers wanting to get a developer account in the last year. They also want published apps with key files. I know that everyone wants an old account because of Google's testing requirement. However, it is clear that those who want to buy a published app do not have good intentions.

I am curious, have you sold a developer account or app before? What should we pay attention to? And who did you sell them to? Everyone needs a developer account, but the buyers are ghosts. I have received a few messages, but they seem like scammers. How can we sell accounts and apps safely?

With markets with escrow dedicated for that.
Idk if I can put URL, but I will tell you that people "flipping" sites and apps there.

Some of them want to use these accounts for churn & burn apps. Play store will accept the apps without testing requirements. They will publish tens or even hundreds of apps using AI-generated code and make as much as they can before account gets flagged or Google puts restrictions.
 
Such accounts can be bought for different purposes.
1) Promoting white applications and getting money from advertising
2) Publishing gray applications, where there will be applications with a web and the user will be brought to the site (dating, casino, betting)
 
Yeah, most of those buyers seem sketchy. Always use escrow, never share files first, and trust your gut. Better safe than sorry.
 
Frankly, I have a lot of published apps. They don't provide me with any income. I've sold a few of them on Fiverr before. I'm mostly looking for ideas on where to sell published apps.
 
I am curious. How much does such an account cost? How much to get one of these "gray" apps developed?

Seeing a lot of casino ads lately, bundled with these "open a website" apps.
