Seeking partner to complete Reputation Management Project

Greetings, I am about to give up on an RM project. Trying to beat a stubborn .gov. We've run out of budget and the client will only pay if we clear Page 1. I believe with about 800-1000 quality PBN links we can win. I am willing to split the revenue with someone who wants to partner and use their resources to take us over the top. We'd make $7,500-$10K each.
