For your first one you did a great job. I like it, and found it to be very attractive. Like others have stated, learn as much as you can about this and you can be on your way to a great career in doing this.
 
Study the use of web2.0 colors. Search in Google for tutorials on text effect photoshop. It will teach you how to put more colors to your sites. Honestly, your site looked like something made by someone from grade school but if you use nicer colors, it would look so much better.
 
Its good your work is clean but you have to make little hard designs only then we can decide that you are designer or not but that is really good :)
 
I see your design. Now to answer your question. Yes. you can be a web designer. More importantly, you can be whatever you want to be. It's a starter design, it will do, but no one would want that in the modern day and age, at least, no one of great taste. Its a starting point though, if you take that design, and keep going with it, maybe, probably, it will turn into something great. So good job. and remember, nothing is impossible, and everything is at your fingertips
 
It is quite simple and decent design, considering it that it is a school website. but how about if you put some more images, some catchy images also?
 
your 1st design is very simple design.. but i`m suggest you that you next time to create website design SEO friendly website design
 
Your improved version is better of course. You will need to learn more in order to become a successful designer.

You should add a bit of colors to it, but still a fine job if it was for the first time, keep practicing you will get better ;)

Gradients are last years stuff, its all about metro styling and big icons these days
(I am a professional web designer)

Back on subject, not bad for a first attempt - mine was much worse haha :) Not good enough yet, but I'm sure with enough practice you could get into website design :D

if design will be simple as now you have to make about 100 of them a day to make money
 
We all started somewhere, so as long as you keep at it you'll be a designer regardless :).

As someone mentioned, read up on color theory, design grids, and most importantly visit sites that showcase good design. It's a great motivator to try to have your work comparable to the top names in the industry.
 
Your design is nice but i am missing something. learn more about designing to give it more attractive look.
