Scrapebox will help you find links lists but not sure how you will sort them based on engagement there as I never found any such option.
Better you can go for influencer marketing platforms which connects buyers and influencers. There are so many good ones and best thing is that they have already sorted the influencers based on engagement.

Yes I tried that it finds instagrams with my keyword which is fine. But I was hoping to find people with my key in their bio.

Just use the key as a part of the footprint in double quotes.
I haven't used any of them personally and so, I really cannot help you with that.

Use - instagram.com - in the box on the right side of M.
Use "key" in the keywords box without any double quote just below the above box. If you use it in the above box, you will need to use it in double quotes.
