Scrape Facebook IDs for target ads is really dead?

Hey, I'm new to this facebook ads thing. So I'm very very late. I now that facebook prohibit to scrape ids and use them for targeted ads.

But is any software or any method to use still valid on 2016? Or is definitely a method killed by facebook?

I search on the marketplace something related but couldn't find anything.

I will love to scrape the people that have liked and commented some post of my competence and target to those people my product.

Haven't tried to scrape facebook ads before, but I scraped open emails from member profiles.
