Scammed by socialsmartm (Skype:socialmastereu)

Hey guys, I'm here to get this filth off of BHW. He is socialsmartm. His skype is socialmastereu. Seems to associate himself with this purposeless website: http://www.socialmaster.eu/. This guy has been on the forums messaging random people who post in HAF. I replied to a thread regarding Vine marketing and received a PM from this dude offering his services. I wanted a service to keep a Vine receiving a steady flow of views/comments/likes/revines steadily enough to remain in the "Now Trending" section of the social media website. The algorithm for this process is rather complex, and this dude actually KNEW about the process, so that's why I found myself trusting him.

We messaged back and forth on Skype heavily for 1.5 days regarding everything. He was reasonably specific and knowledgeable on what he was talking about, so I thought he would be trustable. He's been on BHW since 2014, has 100 posts and a few good ratings. I may be a new member, but I've known about BHW for a long time. I have done business on here with multiple people and never had any scam problems until this guy.

I have compiled a list of screenshots to be attached, but here is the timeline:

Wednesday:
- dude PM's me in response to my HAF post in someone's thread
- we speak extensively about terms and processes for the entire day
- he claims that he wants $350 per video to be up in the 'Now Trending' section for 48 hours.
- I (thankfully) haggled him down to $250 for the first video because I was not comfortable paying $350 until I had more proof that he was capable of this service
- He requests payment via Skrill or Circle.com (Circle mobile app via Bitcoin)
- I have an old Skrill account that has been verified, but every single card I tried to use got flagged as suspicious activity because apparently no one likes Skrill
- I go with Circle. He sends me his address to send the currency to.
- I successfully send it and he receives it. I sent him proof of the pending transaction before he received it, so he claimed to start getting everything ready for the video I chose to do the service on.
- He tells me that in 18-20 hours, everything will be working and I will be getting the steady traffic to my vine that I requested.

Thursday - Saturday:
- 24 hours later I message him asking if everything went okay and how come things hadn't happened in the time-frame he gave me.
- This guy has yet to reply to me after 3 days of constantly messaging him on Skype and BHW. He has been online BHW multiple times since then. He's even been posting in the forums.

He took my $250 and has no intention of responding to me or giving me my money back.
