Scammed by Race International for $45.00

I recently bought 20 Facebook accounts from Race International for $60.00 under the agreement that all accounts had a 1 time login warranty and would be replaced if blocked or not working. Unfortunately, upon login 15 of the accounts were asked for ID verification instantly. I used the same login process with 20 accounts from another seller just to make sure that it was in fact the accounts from Race International themselves that were the problem. The accounts from other sellers logged in perfectly, minus the regular 5-10% that are always ID'ed for some reason or another.

I had asked Race International for 15 replacements and he said he would send them to me, but that was 6 days ago and I've received no reply after contacting him multiple times since then. Race International has been active on BHW today and days prior to my requests and multiple messages, but has failed to return them.

Honestly, I just want my $45.00 back. Even if Race International chooses to offer to send me 15 replacements, I'd rather just receive a partial refund. I feel like it is completely fair to ask for this refund, rather than a replacement as was originally agreed, because Race International's repeated ignorance and unmet agreed upon deadlines make him a seller I no longer wish to deal with. Additionally, the idea of starting a second Shit List against Race International in the case that the additional replacements are not working and he continues to ignore my messages for re-replacements does not thrill me.

The reason I ask is because I tried logging in with accounts purchased from a different seller using the same IP ranges and login method as the ones I used for yours and 95% of them logged in perfectly fine. So I think the accounts themselves are the problem, maybe those specific accounts that you sent me and all the ones created around the same time.

The fact that a Shit List needed to be started against Race International to get him to respond in any way to me tells me that accepting the 15 accounts rather than a $45.00 partial refund is only going to cause more problems down the road, in the case that these accounts likewise do not work and need to be replaced.

After the trouble you have had and the time it has taken, I don't think a refund is unreasonable but you can't have the accounts and the refund.

@Race International has 24 hours to respond in this thread, they have obviously seen this. They need to reply to the thread and fix this issue so I can verify everythings sorted.

Looks like he contacted me on Skype late yesterday. As he's obviously already seen this, I'm going to ask him again for a refund over Skype. I'll keep you posted within 24 hours and see if we can't get this sorted out.

Unfortunately, Race International wasn't very cooperative so we'll have to proceed with this thread for now. I spoke with Race International earlier this morning and upon asking for a refund, he told me that he would send me the money soon.

However, upon asking for a specific deadline (up to and including 48 hours) he proceeded to question-dodge, neglect to offer a counter-deadline, and fail to reply when pressed.

I'm prepared to wait 48 hours for the money @I know SEO because I think that's more than reasonable, but I don't expect it'll come by then due to Race International's intentional refusal to accept that deadline when offered. What do we do now?

@I know SEO Money was sent, but it's being held for 21 days by PayPal because it was sent as a payment for goods and services...

This was not the agreement with the user. The agreement was to issue a partial refund on the initial payment so that things like this didn't come up. At the very least, I assumed that the refund would be sent as a gift, which would likewise stop this from happening.

It's not the end of the world, but it's very inconvenient and it looks like there's nothing that can be done to reverse it now that it's happened. Any ideas?
