This guy took money from me for USA VISA BIN and gave me incorrect details.

you should open a dispute against this so that they can't scam anyone again in the future
 
If I buy any google ads account from a Jr Vip Member and that person scams me is there any way that I will get my money back.

Doesn’t matter if a jrvip or a regular member or even a mod. As long as there’s proof of communication through this forum, (s)he can always open a dispute here (subjected to moderator approval ofcourse).

Contact a mod may be, although the chances are slim.

Absolutely wrong. Go read the dispute sub forum please. You should always do your due diligence no matter whom you are dealing with.
 
Buying services from a non-JrVip user is a risk :/
