What exactly are they doing here? is it for PBN or for some other reason??
Google has all of them indexed even thou many of the articles they have is same copied e.g article content found on all of these sites http://www.sales-automation.net/18924/content/top-5-considerations-when-choosing-a-crm.html

Getting indexed and staying indexed are two different things. How long have you noticed these, they just pop up I assume?

I've seen this shit going on in my niches before. No clue wtf they're doing. The ones I found didn't have any visible OBLs to spam sites so... Very strange -

I been looking for domains to register in same niche found these while scraping...

If they are doing it must be some reason and this is just few example in real I think they have more then 100s of sites similar like this

Looks like a poorly optimized adsense site, it is not a PBN as far as i can tell

but all are promoting salesforce it seems and there are like 100s of them tonnes domains i found which are expired now but all had kinda same thing on them
 
I don't see any outgoing links and the domains are not that powerful to begin with, maybe it is a dropped project (i have tons of those)

got it maybe thats that they all seem to linked to each other most have DA around 25 even expired one's do you think it will be fine if I use the expired one's who used to be sites just like this for my PBN
 
If the backlink profile is okay i don't see a problem really, but you really have to check the domain history thoroughly, content and backlink profile
