Safe to have account name in another account on same device?

1) no limit. You can mention one account in as many bio's as you want. Post caption isn't something that would hurt, you need to make sure you dont use same hashtags and mentions in tol many accounts, in just 1 or 2 accounts won't hurt at all, especially when you're using residential IP.

2) yes and no both, it depends on the reason why the account was banned. If you push f/u/l too aggressively on both accounts and one gets banned, yes it would impact negatively, if second (unbanned) account isn't pushing limits or not even doing f/u/l, there are much lesser chances of impact to it.
