Where can i get a safe page, some people said to rip them but how and where u do that?
could anyone send me a safe page?
or how can i make my own really quick.
 
Just build one from simple HTML. You can get free html themes or build one yourself very easily.

You have several options:
1) You can either create it yourself using Wordpress / Another CMS / Pure HTML
2) You can rip and upload an existing website
3) You can use a service which provides them
 
like i said with content generators that are able to create websites, or you just use tools to rip other sites and edit them.

Use a spy tool, I don't know of one for PPC, but i'm sure if you spend some time on google you could find one for PPC with a free trial.
 
Definitely go with a very generic and simple website.
The simpler it gets, the harder it is to get detected due to not being unique enough.

I've had some past experiences with this. The more complicated and flashy looking sites would get suspended easily.
 
Don't know if OP is asking for building a page not listed by google serps.
If this is the case, you should set your page a no-index no-follow to avoid page crawlers.

Event this thread is a little bit older, i wanted to give my sauce to the topic.

I really agree with that opinion. I'm using an absolute flat Safe Page with only four blured news articles as images and no further links. Even the navigation and search bar is just an image. We're using this Safe Page really successful for our adult content facebook campaigns, and for the last two months didnt had any problems with it beeing detected.
