I live in eastern europe (Lithuania) and can say that Russian language was relevant 20 years ago when you were forced to learn it...Well most of CIS countries citizens understand and speak russian freely, and even some people from Eastern europe do. This is why russian internet, or as they call it Runet, is so large.
Now it's usually second foreign language learned at school,and most of the students,myself included,learned only how to read with half of vocabulary missing
