Running sweepstakes on Youtube

My questions are based on the youtube's contest guidelines stated below

1) "YouTube does not allow contests to be run through ad units. "
2) "You and any third-party may not manipulate metrics on the YouTube service to misrepresent genuine viewer engagement with the YouTube service. These metrics include numbers of views, likes, dislikes, or subscribers."

Q1) I am totally confused by a term 'ad units'. Can I simply make a video showcasing a sweepstake and run an ad campaign?
Q2) What if I use SMM panels for getting country targeted views for my sweepstake campaign? Do I have to face a legal action or youtube simply gives me a community guideline strike?

They will delete the video/likes and maybe they will ban your account. They won't sue you, lol.

Make it look like education video, e.g (how to...) don't use those keywords that trigger the system (use generic related keywords). Put a lot of info on the thumbnail so that people know exactly what they are about to watch...and you should be fine.
