Is it feasible to buy a 1U,2U,etc server and rent it out and then pay it off and buy another, rent it out and pay it off, then again and again, etc...?

Yes absolutely, a lot of hosters, even those which have their own AS, are "just" in colocation in datacenters.
Edit: @lucky.sparks is quite right however, there is plentyyyyy of people who do the same as you want so the competition is hard

No. You will never be able to provide prices as of your competitors who have better terms for electricity, networking, etc.
In addition to the server hardware, will need to have industrial UPS, probably diesel generators, networking hardware, etc.
To make this successful, you need quite a serious investment.

Further maintenance and support is the real headache. You need to hire the staff to do that. What if something goes wrong and you need to make sure the clients sites do not go down or at the very least do not go down for very long?
