Rs.2000 or $32 adwords voucher.

Hello,
I am newbie everywhere- like on this forum and with IM etc.
I created a new google adwords account and I got a free credit of Rs. 2000 as I made that account from India. I applied that promotional code but it is not showing in credit section. Perhaps it needs initial deposit to use that credit. But I don't have money to make initial deposit on adwords.
I am looking for any method or suggestion. What to do with that credit.
