Is it Ok to re-upload the a few videos of CNN or maybe Discovery in our YT channel?
Are you getting rewarded in any way to use such titles to increase number of views on your thread? Avoid this immature posting of threads.
Regarding this, you can re upload, but you can't display ads and CNN holds right to take down your video any time.
I would add things to the video so its not caught for duplicate content.
This. Simply zooming the video image in with an editor can help dodge the YT bots.
Even if you crop the video and change the audio pitch, I'd say the video still only has a about a 50/50 chance of survival.
Google: "Videos uploaded to YouTube are scanned against a database of files that have been submitted to us by content owners. Copyright owners get to decide what happens when content in a video on YouTube matches a work they own. When this happens, the video gets a Content ID claim."
I know for a fact that Discovery hunts down their content that others have uploaded and manually files content ID claims.
You will just get video taken down instantly or after first flag and then strike on your account. Not worth IMO.

You can upload it, but if you monetize the video you may have problems with the copyright.
