reupload youtube video

Hi i am new here
can i download a video from youtube and reupload it BUT keep the owner's info?
i would just add to the description

Downloading videos from youtube is no longer available unless it is from your own upload. In which case I'm not really sure why you would want to download it unless you lost the original somehow. Not sure what you mean by "keeping the owner's info" but if you can only download videos that you have uploaded it will be exactly the same information (i.e. filename and video content) that you uploaded in the first place.
