First he said instant deliver when i sent him payment then he told me 24 to 48 hours afterthat he deleted all messages from telegram and no reply on sales thread also no reply on pm. He is also only always on telegram too and maintaining the sales thread too.

He is also pumping his thread to find more people for Scamming

Summary of Dispute:
I had agreed to buy aws acc worth 5k from the seller for 400 USD. Agreement was 200 advance and remaining 200 after delivery and verification of the account. The seller scammed me and didnt reply after receiving 200USD. Payment was done via USDT.

I am filing this dispute to report fraudulent behavior by the user @Moba48m. Below is a detailed summary of the events leading up to this dispute, supported by attached evidence in the form of screenshots of the conversation.

Initial Agreement:
I contacted @Moba48m to purchase a Google Cloud Platform (GCP) account with $300 credit. After some negotiation, we finalized the deal at $20 per account. As part of the agreement, I asked the seller when they would deliver the account after payment. They assured me it would be delivered within a maximum of 2 hours.

Payment Made:
I proceeded to make the payment of $20 as agreed. Proof of payment is attached (refer to the provided screenshots).

Failure to Deliver:
After the promised 2-hour window, the account was not delivered, and the seller did not respond to my messages, despite being online.

Follow-Up Via Another Account:
To investigate further, I contacted @Moba48m using a different account and inquired about AWS accounts. The seller responded promptly, demonstrating that they were actively using the platform but deliberately ignoring my messages from the original account. During this conversation, I confronted them about the undelivered GCP account. They claimed they needed an additional 2 hours to deliver the account. I agreed but clarified that failure to deliver would result in me opening a dispute.

Final Outcome:
Despite waiting for the additional 2 hours, the seller still failed to deliver the GCP account and continued ignoring my messages. This demonstrates a clear pattern of dishonest behavior.

The accused has been permanently banned from Black Hat World for failing to resolve this dispute.

The dispute thread will remain live and is now open to commentary as rule 4 is no longer enforced in this thread.
