Does anyone know what the best wordpress theme for a programming blog is?

Those doesn’t seem like blog themes but more company-like themes.

I think any blog theme would do, really. Being a programming blog infers you're comfortable with code, which opens up the selection rather than narrows it down, lol. Nature of the job, I guess. I think what's more important is how certain elements are displayed, like code. I would myself find a cool theme I could work with and either get plugins to fill in the gaps, or edit the css files. (Here's a decent article on that: https://digwp.com/2012/06/displaying-code-on-a-wordpress-site/) They are usually really clean and minimal, too, so perhaps something like GeneratePress?
