I saw a on Google webmaster there is a option to report site who buying links .

Is thing thing actually work?

Also please tell me what should i write in these section

- website selling links

- websit buying links

From all indications it appears backlinks are the foundations for success with Google. Lately they've been trying their best to get publishers to do their job for them.
First it was sponsored links tag now it's giving you the option to help them fish out those who buy links...

What if an idiot goes berserk and reports all their competition for link buying, what happens?

That stuff 99% of the time doesn't work. What if I were to create you some links from my network, then report those links with that tool falsely accusing that you're paying for them?

Just a waste of time like many of the Google tools.

At first, by analyse all BL you can find all good places where you can also purchase the links today or in future.
At second, by setup keyword tracking tool you'll be know how much exactly are worth mentioned links without spending for them single cent.
At third, good SEO's never reporting competitors, just learning from them - increasing by this way own knowledge and experience.
