You can remove negative reviews from google business listing by sending legal report with account names a links to comments. I remove all of 8 negative reviews from comeptiton (google.uk) one by one.
Flagging review is not working for me.
your post is like 3 years old but has helped me immensely.... 3 out of 6 negative reviews removed so far..... thanks man,,..I really appreciate it

I’ve tried several times to remove 1 star ratings from a local guide account.
Some guy is leaving 1 star reviews in my area for my industry.
It’s obvious what he’s doing and which listing he is associated with.
He has given 5 star rating to one GMB listing in the industry and a load of 1 stars to other listings all within the same industry and area.
He never makes any comments on the 1 stars but gave a long shining review on the 5 star he gave.
I’ve reported this to G from my GMB account with supporting evidence (screenshots of all his feedbacks).
G has replied stating he has not infringed on any of their guidelines and as such won’t remove the feedbacks.
Thing is.. if you read G’s feedback guidelines he has in fact broken several guidelines but it seems the reviewer is almost untouchable unless they actually say something that violates guidelines.

For me the 1 star actually makes my feedback record look more realistic as it’s my only bad feedback. So my rating is 4.9.
But for others in my area (the competition), it’s hit some of them hard as they mostly only have a few feedbacks or in some cases his bad feedback is their only feedback.
His bad feedback helps me, but it’s really not fair on others that are hard hit by it.
I like to play nice...

Make sure you include the URL of the negative review. 1 url per negative review. If you're trying remove 5 negative reviews, then that should be 5 UNIQUE review URLs. Also, when submitting a legal report to Google via their form specifically created for this type of request, do make sure each review URL should look something like this : "https://www.google.com/maps/place/G...2!3m1!1s0x485ab4af636e3bcb:0xc4c697949b4049f6"
If it doesn't look similar to what you've got, you're probably doing it wrong and might take forever to hear from Google.
As suggested by the OP, make sure you include about 5-10 sentences to explain your ( or your client's) predicament

When you have all the info required, just submit it here:

The above should be the procedure of choice for fake reviews where you or your clients DO NOT HAVE the reviewer's details eg email, ph etc

If you do have their email or physical address however and apply the fix within the next 24-72 hours after they leave the negative review, PM me and I'll let you know how I managed to remove 99% of my clients' negative reviews.

Not sure if I can post it in the open, so better be safe than sorry...suffice to say that its controversial and if you are doing it for your clients, make sure you get a signed approval from them that they agree to the negative review fix you are about to apply. This is to cover yourself when sh*t hits the roof. So far, hasn't happened to me yet but don't take that as a guarantee either :)
