because based on my experience, when we have real organic viewer, 100% we will getting monetize, but in other side, i know there is some ppl make a monetize channel with full panel viewer and watch hour but still monetize, then i thought to ask here, and my conclusion is its all about content. thank u for helping me, very thankful

Reused content means Reused content. No other meaning. If it was your fake traffic then the reason in the Youtube message will be "Invalid traffic". If it was spam videos then the reason will be some "Community Guideline B.S blah blah".

Music copyright claim does not necessarily means reused content. You can have all your videos are copyright claimed but got approved if those video do not have duplicate on other channels, meaning no one else re-uploading them, so they are not reused content.
