Can any buddy guide me What is redirect url? In world of seo redirect url called as backlink? Can we use redirect URL in SEO?
What is diff Between redirect URL & Backlinks?
Or is it safe for any website.

Redirects are mostly used when:
- Shortening a Link (Bit.ly and that kind of stuff)
I do not think that helps your website because it does not index I believe (ahrefs still shows it)

- Buying a Domain with Backlinks
So if you buy a domain like "helloworld.com" with 2000 Backlinks you can redirect the page to your Page so:
"helloworld.com" ---> "mywebsite.com"
All the 2000 Backlinks now lead to your Page. Not all Link Juice is transmitted tho and i believe the 301 Backlinks are controversial in SEO.

A backlink is a link to your Page so if you get mentioned or something.
Like if you are mentioned in a Post such as : "for more info look on the page of "mywebsite.com"
Which can be ******** and Nofollow.

You could watch Youtube Videos from ahrefs to find out the basics. I believe that they cover topics pretty good regarding beginner guides.

I'm not going to explain again what a redirect is, becase it has been already stated

You can use them. The problem is that 99% of the times, those redirect URL are not referenced anywhere in the origin site. Therefore their "on page rating" is technically 0, meaning that technically they pass 0 link juice.
Maybe for reputation purposes, like those links from profiles and nofollow comments in blogs, might be of relative use, but 99,999% they are pure garbage, only worth from a blast at best.

The only kind of redirect you should aim for is from an expiring domain,
This cal help out passing some of the link juice & authority to your money site,
Although, you shouldn't aim for more than 2-3 max of them as it doesn't really work as it was before,
If you're referring to website URL redirects (as URL shortens), they're really useless and won't get you any kind of benefits

Redirect URL is a technique that makes a web page available in more than one URL.
A redirect URL is considered as a backlink too.
Using redirects in the appropriate places will help in SEO.
