What i used to do for upvotes was to use a Russian service: https://userator.ru/ (it's an SEO based service where real users do the work for low low rates)
Once you top up with credit, select a complex task (cgi-bin/complex_job.pl you need to use chrome to translate) in the description just write your instructions like: "Just click on the upvote button on LINK" once done the user will screencap the job being completed for you to approve, only for a few rubles.
2 good points, the traffic and upvotes are human (albeit from eastern european ips) and most times the users would be so fast to do the job, multiple workers would upvote your comments for the price of 1 (the fastest person who does the job gets paid)
