I am setting up a VOIP product (so no pharma neither adult or gambling or forex), and I need a merchant account (which can include 2checkout, Paypal, etc.) to process a monthly flat recurring billing for a very small amount of money ($20).
I was thinking an IBC in Belize or Panama (since I have direct access to), problem is that the payment processors that work with them usually do not accept recurring billing.
Another option (and maybe another question) is the following one: a Wyoming/Delaware LLC - US bank account - Paypal Business Account. In this case (and considering that I am not US citizen neither I live in US) must I have to pay taxes to IRS???
