Recruiting BHW Talent

Before I went ahead and posted a thread on an opportunity, and risk being banned, I wanted to know if recruiting individuals for a free opportunity was permitted? Members would not be asked for any forms of payment of any sort at any time. If needed I can provide the opportunity to moderators first. If this is prohibited please let me know. Thanks
