First, you have to disconnect from BM1, then ask BM2 administrator to accept
 
Hello there, so I have this Facebook page (Page 01) that is connected to my BM (BM 1), I have another Business Manager (BM2) that I want the Facebook Page to be transferred to. But since my account that manages the BM 1 that holds the Page 01 is restricted, so I can't make any actions, I added a new person as an admin of the page, but it only did in the Facebook, that person still doesn't control the BM 1, how can I get this page to BM 2?
you can kick the page in BM 1 out when there is an admin no problem. make sure there is another admin holding the page. after done you can move it to the new BM
 
Remove Page from BM1 – requires highest admin rights . BM1 is not completely disabled . Use another admin in BM1 to remove the Page from BM1.BM2 can then send a request to add the Page.
However, the main account is restricted and the new person added to Facebook is only an admin of the Page – therefore does NOT have permission in BM1 to remove Page
 
Usually these pages are created and promoted with the goal of a future sale for Facebook ADS.

If you can still access your personal Facebook, but are no longer the admin of the page:

Submit a support request, providing:

Page name

Page link

The account you used to manage

Evidence such as: previous management rights photo, confirmation email, etc.

Adding a page admin on Facebook is just the first step and is not enough to manage in Business Manager. To claim ownership of the page, you need to use the page admin account, go to BM2 → Business Settings → Add Page. If ownership has already been claimed in BM1, you will need support from Meta or use another account with permissions in BM1 to continue.
 
Since your account on BM1 is restricted, the best way is to make the new admin claim the page into BM2 via Business Settings > Accounts > Pages > Add > Add a Page. This works only if BM1 doesn't actively reject the request or still has full control.

I can't accept the request, because the profile 01 is restricted from doing so
 
If the BM1 is restricted, it's hard to move the page. Even if you add someone as admin on Facebook, they still can’t manage it from BM1.
You can try adding the page to BM2 using “Add a Page,” but it only works if BM1 didn’t fully claim or lock it. If that doesn’t work, you’ll need to fix or appeal the BM1 restriction.
Worst case, you might need to create a new page and rebuild it under BM2.

I was sole Admin of BM1, so I'm trying everything, but haven't found a solution yet, support wants a pletora of signed documents and since my account is restricted I can get support from it, and getting support from my second profile means I need signature, documents, etc of the person that owns that profile, which I can get, but it's just a real pain

The thing is, BM1 only has 1 admin and it's restricted

You can operate directly on the page, without having to share from bm1 to bm2. I find this very risky.

Try delete your Business Manager, then I think that page will be unlinked from this BM, then link the page in a new bm.

you can request that page to your bm and send the request, then go to the page to accept.
 
Since your BM1 account is restricted, the best option is to make sure the new admin has full control of the Page on Facebook. Then, add them to BM2 and claim the Page there. Direct transfers between BMs aren’t possible, but this workaround often solves the issue.
 
Only when you disconnect your page from bm1 then you can do it with normal bm2 You have added admin for that Page try to make admin remove all other admins leaving only that one account then see if you can get out of BM

You must separate the page from BM1 before you can add the page to BM 2. Please remove the administrative rights related to BM1.
 
Your Facebook account has been restricted from advertising, but you can still go to your profile and Manage Pages to delete BM1 and add the page to BM2. Be careful – repeated actions like this can result in a permanent ban from Ads Manager.
