Recover Facebook Page

Your Facebook account has been restricted, so you can still go to your profile and go to Manage Pages to delete BM1, then add the page to BM2. Be careful – if you do this too many times, you risk being banned from Ads Manager.

Only when you can remove the management rights of the 1st page can you add that Page to bm2. Otherwise, you cannot.
 
You should try to restore admin rights or seek Facebook support to complain, better you need to try to create a new page and rebuild it in BM2.
 
your ad account is limited then you need to go to a bm1 manager to delete the page and then when the page is free then you can add it to BM 2
 
Have the new admin claim the page in BM 2 using the Page ID via "Add a Page" in Business Settings.
 
First you delete BM1 from the page, if you want to add BM2 to the page, your page should only have 1 admin

we can kick page, it will leave BM. U can add to new BM
 
The new admin on the page doesn't have permissions on BM1 itself. The page is tied to BM1's ownership.
