It has to have a private, clean ip's that aren't blacklisted by amazon etc. and the option to choose where in the U.S. ip comes from and no logs. Any recommendations thanks !

From experience, nvpn.net treated me good. Go for their private ip and you can specify the location you want

Why would you want more than 1? I think you can change every month but it would be best to stick with the same IP

IPs for VPN providers are shared between their users. You can use dedicated private proxies ...

As someone already said most VPN providers share ips even when they're sold as dedicated. Your best option is to buy a VPS (which is cheaper anyway) and install a pptp or openvpn service.

VPS and openVPN is the way to go. Check out lowendbox for VPS reviews.
