Recommend a software to create static pages?

Looking for any recommendations on a software, or an online service, that creates static (HTML) pages via a drag 'n' drop interface. The pages will be splash pages, so really to collect emails, promote CPA offers, etc.

Also needs the following features:

A/B split testing, insert tracking code(s), and needs to be static (not CMS).

Thanks for the recommendations.

Will prob stick to a WP plugin (Instabuilder, etc), as I can utilize various third-party plugins.
