But yeah, in my opinion you can just create a skrill acc with fake ID from providers here.
Skrill doesn't even care if you are scamming or whatever for as long as they get their %

upwork after first orders will ask you to show your face with id in your hands (need do that in skype online), if you will not do that your money will locked and account banned
