You can surely rank a blog but the way to rank has changed. Like some are doing this with spamming technique with AI. But I suggest you to go with manually written articles only. It will take time to get noticed but rankings will remain stable.
 
Do not expect anything in firat year. If yoy are doing this for firat time, first do training under some experienced guy.

I started with blogger for the first 6-7 months and then converted to WP (which was a giant pain in the ass, even when using a free service to handle it for me). After the conversion, my (meager) traffic doubled.
My site is still less than a year old and I'm working my way towards 100 articles (getting close!), so I can't say that the Blogger to WP conversion was the reason for the jump..could just be the whole sandbox thing. But, I did see a big uptick with WP over Blogger. I also think it's because I now have the ability to use plugins like Rankmath that help keep me on track when I'm writing.
If you do decide to do Blogger, pony up the $12 and buy a domain.
