You need to use good hashtags and content must be great! If Instagram shows it to 100 people and it gets 15-20 likes IG will show it to more because it must be good. If you steal (repost) content from others and it sucks it will get 5 likes and IG alghoritms will know it's bad.

It's a mix of many factors.
It matters which hashtags you're using. How much competition/daily searches do they have? How many different/related hashtags do you use? It is more difficult to get to the top posts if you use more hashtags.
Then there is your account reputation. How many followers do you have? How is the overall engagement? How many people that got your picture into their feed clicked like?
How many people liked your picture that searched for the Hashtag? How is the reputation of those accounts?
1 like of a reputable IG account with 10000+ followers is more worth than 10000 likes with crappy bot accounts.
So if you want to rank and you are not quite popular already: Use few hashtags that are related and don't have much competition. Use an auto liker to gain new followers for those keywords. Buy a quality auto likes service that sends likes to your picture right after upload and you should make it.
