If you were renting out a website to a client, would it be dumb to offer them web design services and SEO, PPC too?

So they have 2 sources of leads coming in?

I believe you can pitch them other services like web design too.

I wouldn't pitch them SEO or PPC, as if they grow in terms of brand or revenue. They'll stop paying you that monthly fee.

Yes, its good to pitch them web design services and SEO, PPC. Whatever gives your client benefits. Do it for him, show him the results, he will be more than willing to pay you first hard next time.
