Couldn't find any info on bhw terms of use ( https://support.blackhatworld.com/support/solutions/articles/48000736520-bhw-terms-of-use ) so I am asking here to clarify.

I am not interested in selling services as of now, but I'd like to buy social media accounts. Is it allowed to open a thread with this purpose? Can trades be carried out via DMs?

You've got several places to go from here. You can post on the Want to Buy thread where sellers can usually find you faster, or you can look around the MarketPlace thread for seller postings that may be what you're looking for. Or do both, why not right? Best of luck!
