Questions for tiers and where to find platforms

I have a few quick questions. Which platforms are best to use for tier 1? I know it has to be manual but what am I missing? Web 2.0's, article submission, blog comment, social bookmark, video submission, pdf submission, guest posts. Anything else?
My other question is where do we find these different platforms and websites? I have scrapebox and I know how to search for footprints but it gives me lists of built websites to comment on, not websites that have ******** and blog creations. I've tried using the search function but most of the results are out of date. So how did the OP of those threads find good sites to do web 2.0s on, article directories, social bookmarks and anything I'm missing? Thank you again.

Awesome! Thank you for posting this! For future reference how do they obtain new lists? I would like to make a post in a month with the lists I have found, just unsure how they find those lists of links.

I have never focused on how to get a new list because I have never exhausted the available lists. I think there there are better areas to focus my "re-invent the wheel" energy

Aw thank you for the replies. I will work on these lists. Silly question, what percentage is the new standard for post panda? Some say 20% main keywords, some say 60% main keywords. Does no one know? I know we need to post sitewinders not just index, can we do this on social bookmarking and keep the rest to the main index page of our site? Also if anyone has info about the % for lsi, main keywords, etc. Thank you again guys, really appreciate that you guys answered.
