Questions about FB for 'real world' business

I plan on buying page likes for my business before i buy publicity from FB, so it looks popular and well established.

Is it safe to buy page likes?

I plan on making a fake account to join many groups in my target market for posting ads into, i got one deleted already because i got carried away doing silly things and having too much fun lol.

Any tips on how to avoid getting deleted?
I don't plan on adding people or accepting friend request this time.
Does anyone know the limit for how many groups you can join before they block you? ive hit that limit a few times lol.
