I don't know if I posted this thread in right place, so if there is any mistake please let me know.

I can generate 3rd world countries traffic (mostly Iranian) traffic. something like 2/3k daily. and they are all real members who got clickbaited to download a fake hacking software from some local tube sites. how can I monetize this?

PPI, PPD, CPA, try which gives the best revenue. The problem is you probably won’t get much from this tier traffic.

This kind of traffic will not be good for any popular advertisement.

You may try some cpa offers which provide free products. This may utilize such traffic.

Filter this traffic by collecting push subscriptions. Then you will be able to send them push ads for casinos, Dating, sweepstakes, and other offers
