If your parasite page is stuck between positions 6 and 9,try improving the content with more relevant keywords and updated information.Building a few strong back links and adding internal links from the same problem may also help.optimizing the title and description to increase CTR can sometimes push the page into top 3.

I don't have control of the site once it went live. So upgrading content and internal links in not an option

It's prob a parasite on an external website. In this case, only off-page factors will work, together with some CTR manipulation (even if it's hard to find good tools lately), viralization (working quite well but expensive), etc.

Yeah Ive used some CTR manipulation, but nothing that takes me to the top 3. I agree the good CTR tools are kept secret and are expensive.
